ssh as user nagios fails

When I was trying to create a trusted key, I discovered that the user nagios could not even ssh to other machines. Here's the error:
[nagios@nagios02 ~]$ ssh 10.1.1.11
ssh: error while loading shared libraries: /usr/local/groundwork/common/lib/libz.so.1: cannot restore segment prot after reloc: Permission denied

User root can use ssh, I only get this error when attempting to ssh as user nagios. What is the problem?

Appears to be SELinux-related?
